Audit Committee

Characteristics and Composition

1. The Audit Committee is the supervisory body of the Student Government.

2. It oversees the activities of the Student Government bodies in terms of legality, efficiency, purposefulness, and integrity.

3. The Committee consists of five members elected by the University Student Council (URSS) by a simple majority vote with quorum.

4. The members of the Committee elect a Chair from among themselves.

5. Any member of the URSS may become a member of the Committee.

6. No more than two members of the same WRSS may serve on the Committee.

Meetings of the Audit Committee

1. Regular meetings take place at least once per semester, excluding academic breaks. There must be at least 7 days between meetings.

2. Meetings are convened electronically by the Chair of the Committee, no later than 7 days before the scheduled date.

3. The meeting minutes must be made available to members at least 24 hours before the meeting (unless it is the first meeting of the term).

4. Meetings are chaired by the Chair or a designated member of the Committee.

5. Meetings are confidential, minuted, and may be recorded with consent.

6. The Chair may allow external individuals to attend meetings.

7. Attendance is mandatory and verified via an attendance list.

Extraordinary Meetings

  • Convened at the initiative of the Chair, at least half of the Committee members, or the Chair of the Student Government.
  • Invitations are sent to all members of the Committee.
  • Meetings are confidential, minuted, and may be recorded with consent.
  • Attendance at extraordinary meetings is voluntary, but an attendance list is kept.

Scope of the Audit Committee's Responsibilities

  • Monitoring compliance with the Student Government Regulations;
  • Verifying that resolutions adopted by Student Government bodies comply with the Regulations and higher-level legal acts;
  • Resolving jurisdictional disputes between Student Government bodies;
  • Requesting the dismissal of representatives in Student Government bodies;
  • Determining the validity of elections to Student Government bodies;
  • Evaluating whether governing bodies fulfill their obligations;
  • Monitoring the activity of Student Government members;
  • Presenting opinions on the activities of bodies and individuals during URSS meetings and proposing votes of confidence;
  • Considering requests submitted to the Committee;
  • Maintaining an archive of minutes and attendance lists;
  • Interpreting the provisions of the Regulations at the request of Student Government bodies.

Supervision and Sanctions

1. The Audit Committee may conduct an inspection on its own initiative or at the request of:

  • The Chair of the Student Government,
  • 2/3 of the statutory composition of the Board,
  • 2/3 of the statutory composition of the Convention,
  • 1/2 of the statutory composition of the URSS.

2. The Audit Committee may inspect the Chair and Vice-Chair of the WRSS on its own initiative or at the request of 2/3 of the statutory composition of the WRSS.

3. In the event of gross misconduct or neglect of duties by individuals elected or appointed by Student Government bodies, the Audit Committee may submit a motion to suspend the person from their position to the Chair of the Student Government, along with a motion for their dismissal by the URSS.

4. At the request of the Chair of the Student Government, the Audit Committee may suspend from duty any person elected or appointed by Student Government bodies or a member of a collegial body, while also submitting a motion for their dismissal by the URSS.

5. The motion for dismissal must be considered within 7 days by an absolute majority of the present members of the URSS with quorum.

6. The motion is presented to the URSS by the Chair of the Audit Committee or a designated Committee member.

7. If the motion is rejected or not considered within the deadline, the suspension is deemed null and void, and the Audit Committee may not submit another motion to suspend the same person within one month from the date of the previous motion.
