Election Committee

Characteristics and Composition

1. The Election Committee is an electoral body responsible for conducting and supervising by-elections to the Faculty Student Council (WRSS).

2. It is a collegial body composed of three members elected by the University Student Council (URSS) by a simple majority vote with quorum.

3. The members of the Election Committee are those who receive the highest number of votes.

4. Any member of the URSS may become a member of the Election Committee.

5. No more than two members of the Election Committee may come from the same WRSS.

Scope of Duties of the Election Committee

  • Announcing by-elections to the WRSS;
  • Conducting by-elections to the WRSS;
  • Preparing ballot papers according to the template established by the Chair of the Student Government;
  • Acting as the ballot-counting committee during WRSS by-elections;
  • Publishing election results within 24 hours of the by-election.

Organization of Committee Work

1. The work of the Election Committee is led by the Chair of the Election Committee.

2. Committee members elect the Chair from among themselves according to the rules set out in the Electoral Code.

Election Committee Meetings

1. A regular meeting takes place at least once per semester, excluding holidays. There must be at least 7 days between meetings.

2. Meetings are convened electronically by the Chair of the Committee no later than 7 days before the scheduled date.

3. The minutes of the meeting must be made available to members at least 24 hours before the meeting (unless it is the first meeting of the term).

4. Meetings are chaired by the Chair or a designated Committee member.

5. Meetings are confidential and minuted.

6. The chairing person may allow individuals outside the Committee to attend the meeting.

7. Meetings may be recorded with the consent of the chairing person.

8. Attendance is mandatory and verified using an attendance list.

Extraordinary Meetings

  • Convened at the initiative of the Committee Chair, at least half of the Committee members, the Chair of the Student Government, or the Committee itself.
  • Invitations are sent to all Committee members.
  • Meetings are chaired by the Chair or a designated Committee member.
  • Meetings are confidential, minuted, and may be recorded with consent.
  • Attendance at extraordinary meetings is voluntary, but an attendance list is kept.

Dismissal of the Chair of the Election Committee

1. The URSS dismisses the Chair of the Committee by an absolute majority vote with quorum.

2. A motion for dismissal may be submitted by a member of the Committee (signed by at least half of the Committee) or by a URSS member (signed by at least half of the URSS).

3. Dismissal requires the election of a new Chair in accordance with the Electoral Code.
